WG Description

TITLE

Pre-study Peppol BIS eForms

Subject

The purpose of the pre-study is to examine if it is feasible to develop Peppol BIS eForms for publishing notices. Peppol BIS eForms will help standardise implementation of eForms in tender management systems, make it easier for economic operators to find new business opportunities which in turn can increase number of tenders for contracting authorities.

As eForms is governed by DG Grow and the Publication Office it will be essential to align the initiative in the working group with the work being done by the Publication Office. Furthermore, the work as to be aligned with national tailoring of eForms done by EU member states.

 

Outcome

A pre-study to investigate the feasibility and work required for developing one or more Peppol BIS eForms based on published eForms from DG Grow and the Publication Office

The pre-study report will be handed over to PRAC for further processing and decision of further development.

Approval Structure

Te outcome of the project is based on the following agreement structure:

  1. The deliverable is based consensus in the Work Group,

  1. Community consultation/ review are used for evaluation 

  1. Recommendation of further development is based on PRAC CMB approval

  1. Initiation of development /implementation are based on CMB approval and executed in corporation with Operating Office

  1. All changes affecting other stakeholder and domain communities are to be discussed in the Coordinating Committee.

  1. All changes with strategic impact are to be approved by the MC

 

Timeframe

Start: May 4th, 2020 by sending out call for participation

Activity 1 - Analyse market for BIS eForms
Activity 2 - Align work with Publication Office and EXEP eForms sub-group Activity 3 - Investigate eForms tailoring (establish national rulesets) vs. scope for establishing a core BIS eForms
Activity 4 - Agree on level of modularity for the proposed BIS
Activity 5 – Analyse technical files from the publication office in order to estimate workload related to a standard Peppol implementation. This activity should also cover an analysis of the architectural requirements for sending notices via the Peppol eDelivery Network
Activity 6 - Approval of pre-study report

Pre-study report to be completed by Q4 2020 pending on availability of technical files from the Publication Office
