Changes to the OpenPEPPOL Statutes

At the 2018 statutory 9th General Assembly 21 March,  we were not able to obtain the required quorum to vote on the suggested changes to the Statutes was not obtained. As a result, an additional 10th General Assembly needs to be organised. Meanwhile, the Managing Committee will continue to work on streamlining improving the Statutes, taking into consideration the revised governance structure that was approved at the 9th General Assembly and comments made by members during the General Assemblymeeting. The revisions will be made available in Confluence, together with the related background documents from the 2018 9th General Assembly by end of April in a draft versionbefore the summer, inviting the members to comment by September.

Additional 10th General Assembly

In order to get the Statutes formally approved OpenPEPPOL will conduct an extraordinary additional 10th General Assembly 30 October in conjunction with the planned face to face Cross-Community meetings October 30 th & and 31 st 2018. It has not yet been decided on which of the two days the General Assembly will be held, we therefore kindly ask for you to save both dates until further notes are distributedOctober 2018. Invitations and background materials will be made available in Confluence in advance of the meetingsmeeting, as will access to submission forms for participation and delegation of proxy votes.

Strategy for Change Management of the Agreement Framework 

The OpenPEPPOL Agreement Change Management Board had 2 two open positions fup for election in conjunction with the openPEPPOL General Assembly 2018. The call for participations positions for election in March 2018, however, the call for participation provided only one candidate. This in combination with the fact that the decided changes in governance model will result in changes in the formalia round the Agreement CMB is was decided not to go through with the election process, but implement a work arround while setting op the new governance model. As a result the  Furthermore, the election criteria for the Agreement CMB will change when the revised governance model is implemented.  Therefore, the election process was cancelled.  As an interim solution, the Agreement CMB has been dissolved and the membert of the Agreement CMB has its members together with the members of the Agreement Revision Workgroup been have been established as a as an Agreement Revision advisory boardAdvisory Board.

This The board will take no formal decissions decisions regarding change requests but wil will continue discussing  discussing and documenting the impact and proposed implementation of the changes, .  This board will be active until a formal board can be elected in conjunction to the 2019 Statutory new formal Change Management Board has been elected in conjunction with the 2019 statutory General Assembly. Changes related to Annex 3 and 4 will, as always is be raised to the e-delivery CMB, domain-specific Change Management Boards and should there be a urgent need for decissions regarding to changes in the main documents be needed, the request for decission will be raised to the managing decisions regarding changes to the main agreement documents, these will be raised to the Managing Committee.

Requirements for the 2018 PKI migration

OpenPEPPOL will migrate to a new PKI Certificate issuing platform in 2018, as the current platform will no longer be supported by the supplyer. As a result, all PEPPOL Access Points and Service Metadata Providers will Publishers will be required to implement the capability to support both the new and the old root certificate befor september 3rd certificates before 3 September 2018. 

The Migration migration process is planned as listed belowfollows:

11 April 11th: the  the new root certificate is certificates are available for download in Confluence ; LINKApril 16th: the certificate issuing process are opened, at:  https://openpeppol.atlassian.net/wiki/spaces/OPMA/pages/193069072/Introduction+to+the+revised+PKI+Certificate+infrastructure+and+issuing+process

16 April:  the certificate issuing process will begin and members are urged to issue the certificate  xxxxxxxAugust 31st request their PKI v3 certificate 

31 August: OpenPEPPOL will no longer Issue issue the old certificate types 

3 September 3rd:  the New Certificate new certificates can be used in production

November 30st the Old Certificates 30 November:  the old certificates will be revoked and cannot be used in the PEPPOL networkeDelivery Network

Multi-protocol Test Facility

To strenghtening strengthen the compliance in integrity of the PEPPOL network eDelivery Network and ensuring establish an alligned obaligned on-boarding test for process for all OpenPEPPOL Service providersProviders, OpenPEPPOL is in process of taking over the on-boarding test from Difi. As a result OpenPEPPOL will establis a centralized e-delivery testbed equal to the one driven by difi today, operated and supported by the OpenPEPPOLsupport test. It responsibility for the acceptance testing from Difi.  Therefore it will be mandatory for all Service providers Providers to succesfull succesfully pass the test provided by the centralized centralised test ed in facility in order to obtain a PKI cettificateproduction certificate.  This facility will also provide onboarding testing for the AS4 protocol and for SMP Providers.  It is currently being developed in cooperation with DG DIGIT.

Participation in Two New Work Groups

OpenPEPPOL has initialized two established two new high-level Work Groupswork groups: a reporting workgroup Reporting Work Group and a Financial Model Work Group. Both workgroups work groups are mandated by the managing committeManaging Commitee, owned by Steve Graham (UK Department of Health) and led by Carmen CicerelloCicierello. 

The Reporting Work Groupe is forcusing on the establishment Group will focus on establishment of a common set of requirements for usage reporting in the PEPPOL networkeDelivery Network, and a unifyed unified approach to consolidation and presentation of the information collected usage information.
