The requirement on reporting applies only to active Service Providers
Active Service Providers are Service Providers that have a Production Certificate and fullfills fullfill one or more of the following criterias:
Sent documents via the Peppol Network
Received documents via the Peppol Network
Registered End Users with receiving capability in a SMP.
