How do we handle UNSPSC in item classification since it is not part of the EN code list.

PEPPOL BIS Billing 3.0 uses UNCL7143 for item classification code. Official code list available here: http://www.unece.org/fileadmin/DAM/trade/untdid/d16b/tred/tred7143.htm
This code list has codes for example for eClass and CPV, but not for UNSPSC.
Should the other transactions use the same code list?
If used, should we request UNSPSC as a new code?
Should we recommend the use of ZZZ to be used for UNSPSC? (Align decision with Billing!)
