Background
It was noted in team meeting 2 that two of current BISs are use BII3 as source and one does not use BII. Proposed that mandate is to use current source. Not to be based on CENBII2 for all.

CMB meeting 2018-03-07: Confirmed the team proposal to modify the mandate so that the clause "The work is to be based on CENBII2 as further extensions on the current PEPPOL BIS documents, in line with the current methodology." is changed to "The work on each BIS is to be based on its current base specifications as further extensions on the current PEPPOL BIS documents, in line with the current methodology."
