Newsletter to members 10.04.2018:

Please find below a high level introduction to the plans for changing the OpenPEPPOL Statutes and revising the PEPPOL e-Delivery operations, together with the call for participation to two new Work Groups.

OpenPEPPOL Statute change activities

At the 2018 General Assembly,  we were not able to obtain the required quorum to vote on the suggested changes to the Statutes. As a result, the Managing Committee will continue to work on streamlining the Statutes, taking into consideration the comments made by members during the General Assembly. The revisions will be made available in Confluence, together with the related background documents from the 2018 General Assembly by end of April in a draft version, inviting the members to comment. 

Extraordinary General Assembly in October 2018 

In order to get the Statutes formally approved OpenPEPPOL will conduct an extraordinary General Assembly in conjunction with the planned Cross-Community meetings October 30th & 31st 2018. It has not yet been decided on which of the two days the General Assembly will be held, we therefore kindly ask for you to save both dates until further notes are distributed. Invitations and background materials will be made available in Confluence in advance of the meetings, as will access to submission forms for participation and delegation of proxy votes. 

2018 strategy for Change Management of the Agreement Framework 

The OpenPEPPOL Agreement Change Management Board had 2 open positions fup for election in conjunction with the openPEPPOL General Assembly 2018. The call for participations provided only one candidate. This in combination with the fact that the decided changes in governance model will result in changes in the formalia round the Agreement CMB is was decided not to go through with the election process, but implement a work arround while setting op the new governance model. As a result the Agreement CMB has been dissolved and the membert of the Agreement CMB has together with the members of the Agreement Revision Workgroup been established as a Agreement Revision advisory board.

This board will take no formal decissions regarding change requests but wil continue discussing  and documenting the impact and proposed implementation of the changes, until a formal board can be elected in conjunction to the 2019 Statutory General Assembly. Changes related to Annex 3 and 4 will as always is raised to the e-delivery CMB, and should a urgent need for decissions regarding to changes in the main documents be needed, the request for decission will be raised to the managing Committee.

Plans and requirements for the 2018 PKI migration

OpenPEPPOL will migrate to a new PKI Certificate issuing platform in 2018, as the current platform will no longer supported by the supplyer. As a result all PEPPOL Access Points and Service Metadata Providers will be required to implement the capability to support both the new and the old root certificate befor september 3rd 2018. 

The Migration process is planned as listed below:

April 11th: the new root certificate is available for download in Confluence; LINK

April 16th: the certificate issuing process are opened, and members are urged to issue the certificate  xxxxxxx

August 31st OpenPEPPOL will no longer Issue the old certificate types 

September 3rd: the New Certificate can be used in production

November 30st the Old Certificates will be revoked and cannot be used in the PEPPOL network

Implementation of a Centralised multi protocol test bed

To strenghtening the compliance in the PEPPOL network and ensuring an alligned ob-boarding test for all OpenPEPPOL Service providers, OpenPEPPOL is in process of taking over the on-boarding test from Difi. As a result OpenPEPPOL will establis a centralized e-delivery testbed equal to the one driven by difi today, operated and supported by the OpenPEPPOLsupport test. It will be mandatory for all Service providers to succesfull pass the test provided by the centralized test ed in order to obtain a PKI cettificate.   

Call for participation in 2 new Workgroups

OpenPEPPOL has initialized two new high-level Work Groups: a reporting workgroup and a Financial Model Work Group. Both workgroups are mandated by the managing committe, owned by Steve Graham ( UK Department of Health) and led by Carmen Cicerello. 

The Reporting Work Groupe is forcusing on the establishment a common set of requirements for usage reporting in the PEPPOL network, and a unifyed approach to consolidation and presentation of collected usage information. The financial Model Workgroupe is focusing on identifying a financial model for openPEPPOL going forwand, suitable for ensuring the financial basis neede to run the associacion and its operation of the PEPPOL network. Please find the call for participation and the Work Group mandate in Confluence.  (Call for participation to the OpenPEPPOL Financial Model Work Group)
