This document covers a mandate given by Peppol PRAC CMB Approved 22 April 2020. The ESPD EDM 3.0 was released from the Publications Office in March 2021, not in December 2020 as expected. The timeline for the project has therefore been postponed. The current plan is to release a Peppol BIS ESPD 3.0 in April 2022.

TITLE

PEPPOL BIS ESPD 3.0

Outcome

A PEPPOL BIS ESPD 3.0 in in alignment with the Commision Implementing Regulation (EU) 2016/7 on the ESPD, the Single Digital Gateway (SDG) Regulation, the new eForms and the ESPD-EDM 3.0 (expected Q4 2020) from Publication’s Office (OP) and DG Grow.

The PEPPOL BIS specifications will use updated UBL syntax and be documented in HTML format.

PEPPOL BIS ESPD 3.0 specification will be handed over to PRAC for further governance when the format is in production.

It is the role of the pre-award community leader (PRAC) to ensure that the project works within the mandate.

It is the role of the WG leader to plan, manage and monitor the actual work. The work group leader reports to the PEPPOL pre-award community leader (PRAC).

Approval Structure

The outcome of the project is based on the following agreement structure:

  1. The deliverable is based on consensus in the Working Group

  2. Community consultation/review are used for evaluation

  3. Recommendation of implementation is based on PRAC CMB approval

  4. Initiation of development /implementation are based on CMB approval and executed in corporation with operating office

  5. All changes with strategic impact are to be approved by the MC

  6. Decision on date for production of the specification is made by PRAC CMB.

Timeframe

Start: After approval in CMB - May/June 2020 by sending out call for participation

Phase 1 - Participation in the ESPD 3.0 work group held by Publication’s Office (OP). The work group started spring 2019 and will have regular meetings until the data model is formally approved, expected Q1 2021.

Phase 2 - Development of BIS ESPD 3.0 Q1 – Q4 2021

  • Activity 1 - Requirement and business analysis

  • Activity 2 - Syntax QA and mapping

  • Activity 3 - BIS development, including validation rules and schematrons

  • Activity 4 - Public Review and comment resolution

  • Activity 5 - Approval and publication

Subject

The purpose of the PEPPOL BIS is to facilitate for service providers to implement ESPD functionality according to regulations, standards and community consensus.

The ESPD allows CAs to define the specific qualifications requirements in a certain procurement process, and the EO to respond with relevant information. The ESPD BIS will be applicable for use in the following most relevant choreographies:

  • Qualification

  • Call for tender

  • Submission

  • Contract management

WG will in the BIS ESPD 3.0 include issues connected to:

  • Facilitate for national criteria

  • Facilitate for compliance with eCertis

  • Secure the once only principle regarding EPSD versus eForms

Deliverables

The WG is committed to provide the following deliverables to OpenPEPPOL:

  • A PEPPOL BIS ESPD 3.0 describing how the requirements of ESPD should be implemented.

  • Business rules for ESPD request and response

  • Validation artefacts

  • Test files

  • Schematron files

  • Definition of DocumentID and ProcessID for the use in PEPPOL SMP
